My Ex Wife worked for Spectra Physics in Eugene and they sent her to a Japanese language immersion program just before they shut down the US Manufacturing portion of the plant on West 11th. It was local to Eugene, but I don't know where.

Hi,
I'm sry but I don't recommend Eugene. I really enjoy living in Eugene, but then again I haven't lived in a city that I didn't enjoy in the past. Eugene is really safe. The other day I was working on my car. I needed a part so I went to the store to get it. Coming back I realized I forgot to shut the garage door. Nothing was missing, nothing was tampered with.

The good news:
Eugene is a great city that is safe, has great shopping, food, very family friendly, lots of nature options close by.

The Bad news:

1. Eugene's economy is terrible.

2. Most likely Your husband's pay will remain the same, cost of living will increase.
Then he'd be at high risk of getting fired so the company can hire someone else and pay them half the salary.

3. Education system from personal experience was better in Eastern WA & Northern CA. I'd want to raise my child in a school district that has an excellent reputation, highly praised by locals. I'd find the city that has best economy/best school districts/safest & strive for that WOW effect.
Coming from CA might put you in the "back of the line" trend by some employers.

That would be nice, but would it be safe to walk or bike from there late at night, say between 9-1? Some of his shifts are the closing hours, so he doesn't always get home when it is light out.
If he stays on the main road (Goodpasture/Goodpasture Loop) or rides the bus he should be fine. Personally I wouldn't recommend walking or riding the bike trails after dark. Ever since the whole Occupy mess I don't even like to ride or walk them during the day alone. Safer to go with a friend/other people. Occupy changed Eugene and not for the better, unfortunately.

As someone else mentioned, the crime in most of Eugene is opportunistic. If you are smart and keep valuables out of sight and things locked up and windows and doors closed, you should be fine. Not to say that things never happen, but it does seem to me that most people who have trouble also do things that sort of invite trouble into their lives.

I would contact the school with any questions you may have about it: Yujin Gakuen Japanese Immersion Elementary School
