i am a 28 year old asian american male who got a decent paying job here. I am from the california area so this will be a change of pace for me will be moving soon. Was wondering how the dating scene here as a 28 year old asian male. I heard there is some subtle racism from my friends in Oregon, wondering how true that is. I believe eugene is near the University of Oregon so I am expecting lots of college students.

Your dating success will depend entirely upon you and nothing to do with your race. Eugene is a university town and there are lots of Asian Americans students living there, although college students are a bit too young for you.

I can't speak to the dating scene for anyone, but your friends aren't lying about Oregon racism. But Eugene is a college town and that does bring some small measure of diversity to a very white area.

I am not aware that single Asian males are disadvantaged in the dating scene in Oregon. Actually I expect that the OP will find many women, particularly graduate students, to date. Get involved in an activity or subject area you are interested in to find a suitable match.
