Sometimes dogs can be lost. Sometimes people just abandon them. Assuming it's just a lost dog, you might check with the Register-Guard to see if they have a free lost & found column in the classified section. Give a few descriptions such as when and where you found it, size and sex of the animal. You might want callers to verbally identify the dog such as color of the dog and collar. It their description matches, you might have a happy reunion. I'm guessing it's probably just lost since it has a collar.

If it's been abandoned, your choices are either to keep it or turn it over to the humane society with hopes it'll find a good home. Sending it to the humane society could mean it'll be put down if it isn't someone doesn't adopt it.

Jane Kay you are such a humanitarian and a real hero for saving the precious little puppy! All of Eugene must be kissing your feet. You simply must invite your best friends (easterner, anonalog and Babs) over to celebrate. But, wait, there'd only be one of you there! And you'd still be sad and lonely. Sigh. Sigh again.
