Austria was originally in the Roman days was the land of Celts, Illyrians and Raetians. There existed a Celtic kingdom in Noricum, Pannoni an Illyrian people lived in Pannonia, Raetians in Raetia were actually an ancient Alpine people related to Etruscans. Then Barbarian invaders from the north(Germany), Germanic people the Bavarians, Allemani, Lombards who were powerful and domineering. Later in the east came Slavs, Huns, Avars(Turkic-speakers). So Germany would be somewhat different.

For me Austrians and Germans are like cousins, Austrians are very closely related to Bavarians. They are like elegant Germans. Even the way they speak the language is a bit more 'civilised'

It only takes some common sense. Germany and Austria are separate republics, with different constitutions and laws. Both are sovereign nations, though in both countries, Germanic speaking people dominate in language, culture and tradition as in the Netherlands, England, Denmark, northern Belgium etc...

Particularly Bavarians and Austrians, not necessarily northern Germans are more culturally linked to Scandinavia.

Is it fair to say that comparing Austrians and Germans is like comparing Irishmen and Scotsmen?

Same language, similar culture but they are not the same and should be seen as separate ethnicitys? This is a genuine question btw.
