Trains go around 100 km/h to 140 km/h max. What you see here is characteristic group behaviour. All people seem to belong together and have probably been out together and have been drinking. The first part of the group (illegally) crosses the tracks and the woman tries to cross behind them exactly because of the group behaviour and the alcohol and by doing so nearly gets herself killed.
If she would have been hit that just would have been natural selection and they should have given her a post-mortem Darwin Award. The real issue is the train driver. They usually hardly make it to retirement age because of suicides and idiots like this. When I still travelled by train a lot there were many(at least one a week) delays caused by 'aanrijding met een persoon' (a collision with a person), usually euphemistically used to say someone committed suicide by jumping before a train.
