It is a great city and all, but not more than a lot of other European cities.
It is always amusing reading all those ecstatic comments especially by Brits on its unparalleled "vibe", its enthusing "food scene", its modern "skyline" and lots of other silly "etceteras". They're so ridiculous!
Of course you would say London - any city that receives a lot of exposure is going to be considered overrated by a lot of people. It's the same way many people consider The Beatles to be overrated due to their exposure and fame.
London is an amazing city that is only rivaled by New York and Paris - perhaps Tokyo as well. All the hype surrounding London is perfectly justified.
Not sure if it counts as overrated, maybe doesn't belong here, but I've seen Zurich and Oslo often criticized as boring. They both look like nice cities on street view and photos and are obviously well-off. Is it just they're expensive but don't offer much in the way of city stuff to do?

Personally, I don't think London is overrated. It's a nice city and I enjoyed every single stay there.
But I fail to see what's setting it apart from the other European metropolises... At least in the way you describe it.
That said, I'm always a bit underwhelmed by Barcelona. Friends of mine love it, but I really prefer other Spanish cities such as Madrid or Sevilla.
