Tirana would be the least attractive of the three cities mentioned.
It's unfortunate that you've heard mostly negatives about the three cities, Athens and Sofia in particular. I'll post a few photos of both which hopefully go some way to rebalancing things.

I am interested in all three cities, just heard so many negatives. Would be great to have some balance on that!
If I've my choice to visit either city; I'll start with Sofia, then I'd go to Athens and Tirana at last. Not that there's anything wrong with Tirana, it's just that Sofia looks much more interesting, closely followed by Athens.
If I were to analyze the photos of Sofia, it looks like they starting building with the image of 'grander' in mind. Some of those photos show off a grand building, and some of the other photos show the wide streets. Which to me, always has a less personal nature and less personal feel to them. The buildings look great, but the vibe seems less.
The Athens photos have more of a vibe. More people-oriented streets, more community and communication possibilities, etc.
The culture is fine too but not so much the people.
