The story was all over the press some time ago, so I think it is true.

My thought: it is yet another story of bending the system to one's own advantage, which is facilitated by the sheer complexity and inconsistency of the Italian laws.

The more the laws, the more the loopholes, the more corrupt a society. It was a prominent ancient Roman who said it, but Italy totally forgot about that
