What a team In football history, eh? I sure wish the country today could produce a team like that! Maybe it could happen but it will be a lot of hard work and desire. As noted they haven't done well on the world and Euro stage. Not sure why they aren't excelling in football. Perhaps it's that their best athletes have other options now and gravitate to other sports? Or finally maybe that their cuisine and wine-making is too much to lose when one is a professional Magyar footballer???? Some stuff is hard to give up!...;-)....

Why did you take only the values Summer Olympics? And do not take the value of the medals of the Soviet Union, when considered value for Russia?

Probably because Hungary was an Eastern Bloc country that hugely subsidized Olympics athletes in sports most countries don't care about (in order to strategically run up the metals totals- more efficient to put millions in discus and synchronized swimming, foolish to put millions in basketball or soccer which are unwinable, and you only receive one medal for the win anyways.
Why was East Germany the most successful team in world Olympics history, on a per capita basis? Same reason, essentially, but they took it even further.

Plus, all athletes were professionals.
Look at Cuba, from the top to almost zero when the USSR disappeared.
Athletes were highly privileged in comparison with the rest.

Totalitarian countries with state owned economies, everything was geared to obtain medals. For example, all athletes were model workers but never went to work, model students but never studied...just like in football universities in the US..etc.
Yes, irrational...when the USSR fell all athletes sold their medals, sneakers, to survive, it was sad.
Plus, from a very early age kids were selected when they were "Pioneers".
Nazis did the same, but since Nazi Germany was not as totalitarian from an economical point of view (not a state economy), not everything was as geared up as in communist countries.
I quite liked it, I loved the food, the fact that I AM IN EUROPE and not in some multicultural US style hole like london or paris that at times does not feel like Europe anymore.
