Have no idea.
But something is telling me that Finland is not it.
Okay CIA told me that:
Quote:
A parliamentary system is a system of democratic governance of a state in which the executive branch derives its democratic legitimacy from, and is held accountable to, the legislature (parliament); the executive and legislative branches are thus interconnected.
PS. Vote has to be unanimous, so yea you could say Finland is "it" :P
It was not from the government! It was from a group of university students.
You should really avoid saying ignorant stuff.
They must have been really angry about something. Sorry I couldn't help but laugh Portuguese people are usually humble but when we get angry it is so typical to puff up and get really arrogant and loud and not shut up for a long time. It can't help but laugh that's what I do when someone's ticks me off.

It was published by an official organization.

Video presented by the mayor of Cascais in a conference in Estoril. The unique propose of this video is to show some facts about the country they are about to refuse helping. I'm pretty sure most of them don't know alot of these facts and are still determined to vote against a financial help to Portugal.
If the people of Finland decide not to help Portugal, well... we cant deny them, they have the right not to do it.

Reason: Rude
You must understand this: if Greek politicians are a bunch of thieves and corrupt buffoons, then it's the fault of all Greek people.
Obviously the same standard doesn't apply to Germans who widely elected Hitler or who defaulted their debt more times than we can remember.
Germany wasn't held accountable for the Nazi times? Dude I want to smoke what you are smoking
You think so?
So here comes the country, that because of "electoral results" brings the havoc on...( you can look up how many countries,) kills ( you can look up how many people,) yet Marchall Plan ( that provided blueprint and money for country in question) has got nothing to do with it?
No-no, money ( and forgiveness of debt) are quite picky, and sometimes tend to overlook the "electoral results."

lol it's a widely accepted opinion that "not all Germans elected Hitler".
Then, no they weren't considering the damage they caused to Europe and how little they paid for all that.
