Given your situation I definitely wouldn't recommend Paris. While there are some friendly people there, most folks are not really into making buddy-buddy with strangers. Also contrary to the popular believe most people there have nothing against Americans or don't want to speak English but it's just many suck at it.
Lisbon on the other hand has been ranked as the friendliest city, people there are usually highly proficient in English. The city is beautiful, lots to see, great nightlife and still at a very decent price compared to Northern European countries.
