I'm looking to travel to Europe pretty soon, but I'll be doing so by myself since most of my friends cannot afford it.

I am a black male late 20's and looking for a place where people will be friendly and accepting.

Good question; I'm interested as well

But I think if you stay in hostels you will find a lot of friendly people to hang out with and are in similar situations. That's always been my experience.

Nothing to be scared about. They are full of like-minded people. Plus, you can always lock your valuables.

As to which cities you should visit: Get a guidebook or similar (lonely planet, wikivoyage, ...) and start researching those places you are interested in. There are no "best European cities". It all depends on you personal taste and interests.

Easy solution. Leave your valuables at home. For what reason wold you take them in your baggage on a trip? Wear a money belt and a $10 watch.

spain is generally very fun and people are very open to talk to anyone, far more than amsterdam which was mentioned already

I don't know about far more; perhaps it's because of English, but I interacted with a considerable amount of strangers while in Amsterdam, and even made a few friends to go out with. Maybe it's because I don't speak Spanish, but I didn't have that experience in Barcelona (except with other Americans).
