Monte Carlo, it's clean efficiently run and by the coast. Venice is flooded with tourists!
Reykjavik or Trondheim
Monte Carlo isn't much better off, you have to consider the absurd cost of life there while Venice isn't only the city center but there's Lido which attracts tourist only in summer and the Venice Film Festivals and Mestre (the mainland area) where most Venetians are now living which is a standard city

Moscow or Istanbul?
Istanbul.. Better weather, one of the oldest and most culturally rich cities in the world.
