Loved Dublin when I visited it a few years back but for the long haul (living) I think I would enjoy Rome more, so Rome it is!

Monte Carlo, it's clean efficiently run and by the coast. Venice is flooded with tourists!

Monte Carlo isn't much better off, you have to consider the absurd cost of life there while Venice isn't only the city center but there's Lido which attracts tourist only in summer and the Venice Film Festivals and Mestre (the mainland area) where most Venetians are now living which is a standard city
