It's irrelevant whether Italy existed at the time or not, the Italian language and its family is much much older than the country.
The Niçard has lots of similarities with Italian (and all related sub-languages) to the point I can understand most of what's written in Niçard even though I have no connection whatsoever with the region or the language (apart from speaking natively Italian).

There's no such thing as Italian language in antiquity. Niçard is related to Occitan.
Being a romance language, sure it has connections with modern Italian.
