Loved Mont St Michel before high season....all the shops closed and it was amazing to wander around almost all by ourselves along the outer wall!
Leiden has the canals but minus the crazy crowds of Amsterdam. Bruges. I love Bruges all seasons. Spent Christmas Day there and the city was so beautiful and alive with people wandering along the main streets. Ice skating and the pretty lights add to the atmosphere.
The beautiful window displays and a bowl of hot chocolate or gluhwein. Yummmmm
Yeah, and suddenly some British tourists puke on your feet, American tourists shout in your year, Japanese tourists take a picture of you, Finnish tourists jumping into the canal and Russian tourists asking the way to the nearest blini bar. Really romantic.
So, therefore my answer, and the only correct answer is: wherever my special one and I are the only tourists.

Venice is overrun with tourists, you cannot walk or have personal space there... it's almost claustrophobic! (how can a place like that be romantic?)
Salzburg is boring and kinda sterile
