I think it's a word the OP coined to describe what happens when a country is on the rise economically, then suddenly economic problems hit, and the rising economy suddenly falls. "Demerging" would be the opposite of "emerging". It's a made-up word. Maybe it was intended to be humorous here, I don't know.

Hopefully they do. We should also admit that it's entirely possible that they will fail to make smart policy decisions that will affect real change. Russians must be sure to engage politically on this matter! There's likely no silver bullet, but alot of small improvements in many areas can add up. Challenging the major power structures that are responsible for so much corruption and mismanagement sounds unrealistic, but other things can probably be done. If I had power :-P I'd do things like reform broken rules surrounding drugs that are, among other things, responsible for the HIV epidemic that's a drag on the whole country, for example. Who knows how much would be enough though?

Russians are afraid to make sharp action (to require decisive action) in political sphere. I would not expect any drastic performances.

It does not help. New Putin will come to power.
