Maybe the statitiscs are so high because of tourists, since tobacco in Spain is cheap compared to neighbouring countries some may hoard cigarrete packs.
For example, in Norway a box costs 10€ and 9€ in UK, while in Spain is 4€ or so.
A pack of cigarettes costs €5.3 in Spain. In Austria €5.5, in Denmark €6.1, in Portugal €4.8, in France €7.3. Just because it's a bit cheaper doesn't mean it's worth the trip. For example in Andorra a pack costs €2.9.
The ones I smoke cost about €1.50 a pack. I buy them buy the carton. They've recently gone up in price, so they were even less than that until recently. Generic/local cigs are about €1.20-2 per pack, name brands would be anywhere between €2.50-3.50 a pack. I am in Lanzarote.
I roll my own and the tobacco cost 4.90, 50 papers 1.30 and 100 filters 0.65. I don't roll them heavy so I get probably 45 of every tobacco "purse". So for 7 euros I get more than two packs.

Yeah rolling tobacco makes you smoke a lot more because it's much much cheaper.
In most other countries where smoking is prevalent it is usually the men who smoke more than women, the ratio often being 2:1. In Spain it is 1:1.
Difference isn't that big in the US; men are 27% more likely to be smokers, so much closer to 1:1 than 2:1. I'd guess in most western countries the gender difference isn't that big.

From the link, the biggest difference is by education; those with only a high school diploma are almost three times more likely to smoke than someone who's college-educated. I wonder if Europe has a similar difference?
