What makes eastern european cities more polluted than western? (German, UK, move)

How can be possible that the most polluted cities in europe are in eastern europe?Aren't they poorer,with less cars and industries?

Here low technology of industry which give more waste. And below the price of raw material that does not favourable repeated processing.

And last - here nobody cares...

Because of heavy industry, not as strict regulations, factories which date back to Communist times and which are now outdated, ecc.

In general there doesn't seem to be the same sensibility as there is in the West, i would be surprised if any ecologist movement polled as high as the Greens in Germany and the UK
