The city of Guanajato in Mexico is perfect for someone who is fluent in Spanish. It's a charming town and there are a lot of European tourists for the Cervantes festival.

I saw a funny sign in the Costa del Sol where they posted "Spanish spoken here". It give you an idea how many expats are located there.
