Both areas have many retirees - this is about 5- 10 years away for me (retirement) but both areas look attractive. I'm fluent in Spanish - although not necessary to live in either area with so many expats.
The city of Guanajato in Mexico is perfect for someone who is fluent in Spanish. It's a charming town and there are a lot of European tourists for the Cervantes festival.

The local BJX airport has numerous USA nonstop destinations

American Eagle Dallas/Fort Worth
United Express Houston-Intercontinental, Chicago-O'Hare (begins October 28, 2018)

Aeroméxico Connect Atlanta, Detroit, Los Angeles, Mexico City
Volaris Chicago-Midway, Los Angeles, Oakland,
Volaris Sacramento (begins November 20, 2018), San Jose (CA) (begins November 21, 2018)

If you have a few years, you should investigate the city. It is charming like a European city.

I saw a funny sign in the Costa del Sol where they posted "Spanish spoken here". It give you an idea how many expats are located there.

The last place in the world I would want to live is in an expat-dominated area.
