Only then the desirable effect can be achieved.
So this time around, with no such system/threat in place, Germans will figure it all out on their own.

You raped and enslaved half of Europe for 40 years. You didn't deserve anything in return. Georgia, Ukraine, Moldova, Crimea... Of course it's scary.
