The Kerguelen Islands, Amsterdam & St. Paul Islands and Crozet Islands are French territory with no permanent settlements. Could a French citizen or citizens hypothetically move there and build their own house(s) and live off the land and sea today if they wanted to or are there some restrictions? Just curious...

You can go as a tourist from La Reunion, limited number of places. Else only the army and scientists live there... Building a structure is extremely controlled there. To say the least, impossible for a normal person

Why is it extremely controlled? Is it a national park? If someone from France wanted to start a sheep farm or fishery on Kerguelen or any other islands in the territory why are they not allowed?

The government probably owns all the land. IOW, there's no commercial real estate available, no private land. You'd be squatting on government land, is my guess.

Not a national park, but this level of protection. Indeed owned by the government and no pieces will be sold...starting a sheep farm or fish one, is a no-no

How did it end up this way? Why did the government not want people settling there?
Not only the French Southern territories don't allow free movement of French metro citizens , New Caledonia and French Polynesia , which have a special status (semi-autonomous) allow only the settling down of French citizens under very restrictive conditions (ie if they invest money ) so as to preserve the balance between local/white population.
I understand OP’s question is entirely hypothetical, but I cannot help pointing out the French territories he mentions are hardly suitable for settlements and/or entrepreneurial activities.
They are barren wastelands with a dreadful climate and on top of that are light years away from the nearest signs of human life.
Good places for a hermit, not so good for the average bloke...
How could a Frenchman survive with no baguettes, no wine, no Roquefort?
