No.

Northern Italy is declining within European and especially global contexts, but in the Italian context I see no significant change on the horizon.

In principle, a relatively small Mediterranean region could become like an "Asian Tiger" in terms of say, software development or robotics engineering or perhaps, even more likely, agricultural technology, but I just don't see such a meaningful cultural change occurring any time soon; in that respect I would have more confidence in a Spanish region like Andalusia or maybe its southern neighbors.

Either way, I'm not holding my breath.
