Lots of wrong answers here. You MUST HAVE BOTH!!! A toned body is one that is exercised daily. A toned body is one that is fueled by good clean food. Both are required for the average person to be "toned".
Do one without the other and the odds of you being toned are very slim. However, for a person who exercises a LOT and is naturally thin, then they can get by with a cheat meal every now and then.
OP, where are you starting from? Are you thin with not much muscle tone? Are you bigger (i.e., can stand to lose a few pounds)? This is important. Because if you are naturally thin, then you can concentrate more on exercise. If you are bigger (i.e., can stand to lose some poundage), then you MUST DO BOTH!!!
I agree with both being needed. But the lower your body fat is the less you have to workout to show muscle definition. But unused muscle is flaccid without being used at least a little bit on a regular basis. So it would depend on your body type and lifestyle in how much working out would be needed for additional change.
But, why do obese people who exercise look toned and tighter than skinny people who diet but never exercise, and look flabby?
