It completely depends on how you carry your weight and where you lose it.
For example, if you buy clothing to fit your waist, and your legs are smaller, every inch lost in the waist will lead to a drop in pants size.
If you carry most of it in your hips/butt/thighs, you probably need to lose a lot more weight before you see a loss in pants size.
Personally, it takes me more weight to lose a pants size since I am a pear-y hourglass shape. It comes off a little bit from everywhere, but I carry more in the bottom half...and tend to buy bottoms to fit my hips/thighs and not the waist.
