That's my question as well. If it's relatively low, you honestly may want to consider having lipo done. They will target just the pec area and tighten up the skin.
If it's high, then you just need to lose weight/ build more lean muscle. I think it's really dependent on your body fat percentage.

It might be genetic, see what your old man has going on. The other thing is to stop drinking or cutting back on alcohol, some guys get man boobs instead of a beer gut.

1. Step up with burn outs for your pecs. Light weights, multiple repetitions/cyclic sets/strips. Alternate them every 3 weeks. Start with tha area moment you walk into the gym
2. Wear a loose shirt but underneath the shirt, wear elastic binder, just wide enough to cover your pecs. You will hear many opinions saying it's quackery and will do nothing. I know it works. Mof, if you can get a neoprene binder, will be even better, unless you sensitive. Anything retaining heat and making it sweat.
Best way to get ripped is to tighten up your diet first. Avoid sugars, bread, and fried foods if at all possible.
For cardio look into doing High Intense Interval Training (HIIT). I lost 60 pounds doing this type of cardio. Long
distance regular pace running won't do much for you at this point. You need to up your heart rate by including short sprints in your exercise. Trust me. HIIT will tighten you up if you stick with it. Google sample workouts online!!
