You also have to take into account that over the years many women have immigrated to America from Asia which pulls the average height down considerably
If that's the case, you also have to keep in mind all those Asian women pull the average weight down too. So that means although the average height of American born women are taller, so are they fatter. Vice Versa for men.
Well it's only going to get worse if schools continue to label children as overweight when we have teachers, school officials, and politicians who set these standards unable to meet the standard themselves.
or are curvy...some women have that weight in their breasts and butt, no matter how much they exercise.
Exactly. I have a pretty typical hourglass figure with a much tinier waist than the upper and lower halves of my body. At 5'4" and 140 and not muscular I wear a size medium in dresses, medium or 8 in shirts and an 8/10 in pants.

BMI is generally a good indicator and people should use it. If you are over / under take it into consideration.
The only exeception to this is very muscular men and women and unfortunately most people are not that.
195.5 lb is way too heavy for a non muscular guy unless you are 6'2" and above.
I am 6' & 178 without muscle, and think that I look fat. I tried weight training, but could not lift jack.
You don't "try" weight training and then stop because you couldn't lift much. the whole point of weight training is to progress upward in weight, from wherever you start. It's the journey that matters, not the destination.
