Maybe he wears his pants too tight around the waist? It could cause veins to expand and possibly varicosity.

Used to have veins that popped out like that when I was racing bikes. But nothing that extreme.

I would bet that it's partly dehydration.

I have some ripe veins but nothing close to that.

Yeah while I'm sure he's always vascular with little body fat, I doubt he normally looks like that photo. Probably was taken immediately following a ride... Heat + just finished a strenuous effort + dehydration.

That's what I'm thinking.

These cyclists have insanely low BF percentages, and given his fitness level, it's not too shocking he's vascular.

I doubt he would look like this if we caught him in the off-season.
