My heart rate on average is 100 to 100 sometimes 120 resting. When I run my heart rate skyrockets up to 120-140. However, seconds after my run, during cool down/walking, my heart rate drops really quick at the end to 75-85 beats per minute. Is it normal to have a high resting heart rate and low rate for exercise?

100+ and sometimes 120bpm resting? If so? You might want to see a physician/cardiologist?

Whats your age and weight?

I have a low resting heart rate of 50-55 and gets as high as 185 during extreme exercises.

I'm 51 and a runner my resting heartbeats is low as 50..During extreme 140

resting 55-60. Running it gets up to 140. And this is a guys who hard a heart attack at age 34.

Resting is pretty low, like 50-60 and gets up to 90-100 but i have a heart murmur

60-100 resting is normal in an average adult but probably not if you're a runner. It should be lower. Mine resting is in the low 60s. When I work out it generally goes into the 140s if I'm doing the StairMaster or something at a fairly high speed.

You should probably see your physician.

If your RHR is 100+, stop running and see your doctor.

I have no clue how 60-100 is considered "normal," that's like saying a normal guy is 5 feet tall to 7 feet tall. Umm... I guess? Seems like a very large range. I would say a resting heart rate anything over 70 is bad. Anything over 80 is terrible. If you're healthy, your resting heart rate really should be 60 and not much over that. If you're old, maybe not, but anyone under 50 at least shouldn't be having a resting heart rate at 90 or something, that's enormous!

My rate is usually around 50. It has been as low as 48 and as high as 55, depending how much cardio I'm doing at the time and how much weight training, etc.

60-100 is normal for an adult although will vary depending on your level of fitness. An athletic person will generally run on the lower end of normal. I'm a nursing student. I know that of which I speak.
