Rank these complex carbs, for someone who is physically fit with an active lifestyle. And is looking to lower his or her body fat levels. Which is the best and worst out of these options only for them to use as their main source of complex carbs.
I like brown rice. I rarely eat pasta, but if I do its whole wheat. Breads should almost always be avoided if at all possible. Breads are basically sugar and should shunned. I do occasionally eat whole what bread, but only one slice at a time and only with something healthy like lowfat tuna. Sweet potato is far superior to regular potato.
Now see this is what fascinates me about psychology. Coconut ranked them differently that I was getting ready to rank them before I saw her post. Here's how I was going to rank them based on the OP's question:
White rice 5
Brown rice 2
A low fat pasta 3
A low fat bread 4
Standard potato 1
Wait, low fat pasta and bread??? Pasta and bread don't have that much fat in the first place??
Also, OP, just curious what kind of rating scale were you looking for? Like mine or Coconut's?
not really. Both are great, it really boils down to taste, and what one does to the white potato. But plain vs. plain, one really isnt superior to the other.

I'd put the potato at the top of the list because it would be more filling and nutrient dense. The rest really have little difference between them.
