I think guys are a lot more likely to skip legs in favor of chest/back and arms. Maybe they don't think they get as much bang for the buck? I guess if they always wear jeans or "manpris" they don't get to show off their legs as much so it seems like a waste.
As a woman, legs/butt are my #1 concern, then core, chest/back and arms. So probably the opposite of a guy but it all depends on your goals and whether you see it as important to be balanced or if you're training for a particular sport, etc.

Butts are y'all's biggest priority. Never seen an exception to this rule.
I did leg day pretty rarely for about a year when I was only lifting 1-2 days a week. Once I started doing leg day again I felt so much stronger overall.
I see it pretty commonly in my gym. There are a good 15 or so regulars who I see always working their upper bodies but not once doing anything lower body.
I can't lie. When I was younger, I rarely did any leg work. But as I got older I started to leave the bodybuilding workouts behind and shifted more towards strength training. That evolution led me to realize that leg strength is the foundation for the bulk of my functional strength. Working on my legs is almost an obsession now.
And of course now that I say that everyone will chime in to say they don't neglect their legs.
Go into any gym and you'll always see the benchpress and free weights occupied with people doing arm exercises. The ab machines are also popular. However, the leg machines and squat racks are barely used (unless someone's using the squat racks for more curls ).
Have I only been going to crappy gyms or is this how your gym is, too? How often do you train your legs in comparison to your arms?
You've been going to crappy gyms. At my gym we keep an updated board of the top 10 squats as well as the most reps done with 315 and 450.
People avoid leg day because leg day is hard and its not nearly as much fun to work the legs as it is the glory muscles.
