Most women, even with extremely "toned" arms have this. I have always had skinny arms, and even at age 23 had that skin underneath. It's pretty much normal. And after a certain age, there is really NOTHING you can do, no matter how slim you are or how much you work out. It is not that big a deal. People are just unrealistic about how "tight" that area is supposed to be. Granted, if you have large arms, or have lost a lot of weight it is that much worse. It is an easy area to cover, so there are worse things.

Only thing that will remove that sagging skin is a brachioplasty surgery or arm lift. You need to do your homework on finding a Plastic Surgeon who does these well. KEY WORD=WELL. If you get just anyone to do the surgery and or liposuction you could end up with some hellacious scars. It's a gorgeous outcome when done well, but all Plastic Surgeons don't do these on a regular basis and it often shows. Also, because the area in the armpit gets little air and grows hair, infections and suture line openings do happen and they take months for the 'holes' in the skin to granulate in (heal).
Google the surgery. Social media has many pages and groups where you can see before/after pix and also the things that can happen, too. Follow some of them for months.
