We seriously have no idea whether this is some sort of exercise equipment, or medical PT equipment, or could it be part of a bike rack, or what. Does anyone know? We are about to pitch it.

It looks like a homemade pully of some sort. Did you find it in the garage? Whatever it is... could have been used for shoulder physical therapy (I had to concoct my own pully-type device after a shoulder break), but it's certainly DIY. Might have been rigged up on the fly to do one job, then was discarded as it wasn't an oft used device.

I'm curious to hear what others have to say.

It could have been, because dh did have shoulder surgery, but he did not DIY it, because he would remember.
