Rather than sprinting for 300 meters, try running full out, like you've got a hungry lion on your tail, for three minutes, or until you are spent, then walk three minutes and do it again. (I used my interval timer on my watch when I was doing this training, and the walking gets shaved by the stop/start, but it's just a rest, anyway.)

Repeat the cycle for at least thirty minutes, or until you cannot walk any more. Do this for at least four days a week.

On alternating days, run slowly -- not jog, for at least three miles, but try for five to six.

Rest no more than two days a week. The speed work can be cut back to three times a week after a month.

Your muscles will get out of their rut, you'll get faster, and the long runs will improve your strength and endurance.

Besides, it's fun seeing peoples' faces when you charge past.

I think the general consensus here is that you should drop a few pounds first.

Do you eat any bad food? Fats, fast food, fried foods, sugary foods, beer? You should drop that creatine and just concentrate on eating good CLEAN foods.

That pain in your lower legs could be the beginnings of shin splints. Are you running in running shoes or cross training shoes?

As LTMF said, probably shin splints. Good shoes and running on softer surfaces will mitigate that. But if you are just beginning running, you will just have to toughen your body to it. Again, the 215lbs on your 5'9" frame is aggrevating it.

The creatine is making you gain waterweight. You'll probably shed a few lbs just by quitting taking that. I doubt your PT test for the police cares if you bench press 300lbs. I'm guessing it is more bodyweight exercises and general fitness: situps, pushups, pullups, running, obstacle course... In that case, dropping the weight, even if you lose some strength will be very beneficial. Off my soapbox...good luck.
