I don't care for it either, but I think that some people (men and women alike) just like to push their bodies to the extremes and see where they can go.
I personally envy the look of figure competition models. Like Leslie Stefano: http://www.figurecoach.com/figure/newimages/1leslie.jpg (broken link) She has a hard muscular body but I think she still manages to look feminine and pretty.
Here's fitness model Jelena Abbou who has pretty much the perfect fit body. VERY feminine but still quite muscular. This kind of woman will NEVER have problems in attracting men.
I think it is pretty easy to distinguish those women who abuse steroids from those that do not and so long as you refrain from drugs use, to each is own. I personally like a muscular/athletic look. Who cares if people become obsessed about their bodies.
It is next to impossible for women to get that "manly" look that the OP is talking about. It takes diligent dieting (nutrition), steroids, working out all the time and the genetic "gift" of being able to look like that.
99.5% of the women in the world who tried to look like that will probably NOT look like it.
Beautiful FIT weight training women are Amy Fahdli, Trish Stratus, etc. Those women are what ALL women should strive to look like.
