I am doing some reasearch on the downtown buildings and have noticed that the majority of buildings have flat roofs that are not being used. I think fargo could benefit from having these spaces being put to use. For apartment buildings without decks they could use this as a commune space or for resturants it could be a patio space. Fargo has such cold winters and we should really celebrate the warm months and take full advantage of being outdoors. I would love feedback and opinions on this topic if anyone has any

There are just a few green roofs that have been installed--notably on the HoDO and the former Straus building (both currently or previously held by Doug Burgum).
Many roofs hold HVAC equipment--which can make them rather unpleasant places to be; chiller units are very high-pitched and loud.
For many years, flat roofs have been roofed w/ membranes--which aren't designed for foot traffic or furniture. To reroof a commercial structure can be very, very costly. And buildings that may not have been designed to bear the weight of other roofing types (notably green roofs) may not be able to be retrofit to accommodate additional uses.
Liability insurance--particularly for those who are not leaseholders of a property--can also be costly.
It's not that these barriers can't be overcome. It's just that for a 3-5 month period each year, for many property owners it doesn't come out on the winning side in a cost-benefit analysis.
