I may be in the minority, but I like seeing a bit of chest hair on a man, or seeing the outline of his chest without an undershirt. If it's a white button-up, then I can see where that may not look the most appropriate in an office setting, but otherwise, big fan of chests.

I don't sweat a ton anymore now that I've moved to a very dry climate at a high altitude, and I only wear anti-perspirant when at work (don't wear deodorant on weekends, but that's for another topic), but I always appreciate a man that doesn't wear an undershirt. Maybe it's a gay thing?

Unless your top shirt is black, then you might want to wear a black t-shirt.

If it is a polo or a dress shirt that you are leaving top button or two unbuttoned, then wear a v-neck t-shirt underneath because a) you won't see it (thanks to the V-neck) and b) it has sleeves to help protect from sweat (unlike a wife beater or "A neck shirt").
I prefer sleeveless. Actually, I only wear sleeves for the brief time we're still open after I start work. By the time we've sorted all the freight, it's time to discard that shirt in favor of an A-shirt. Loose and comfortable and easy to work in.

On a serious note, I didn't have hardly any hair on my chest in my 20's. Now I'm turning 40, and I notice a bit more. Still not so think that I can perm or style it.

IDK, but IMO, I think wifebeaters on certain men are sexy. As for dress shirts on any man, wear an undershirt, it makes you look more in tune with your professional appearance and no one likes to see sweaty pits on guys at work, especially in an office setting.
As far as polo or button downs, it depends on the mans body type. If you have a nice muscular body, by all means, show it off. But if you aren't "in shape" please, wear an undershirt, whether its a wifebeater or regular t-shirt, please do something to help keep rolls, manboobs and even the out of control chest hair at bay.
And FWIW, I, again, depending on the body type, sometimes enjoy looking at man nipples, lol! Hey, guys do it to girls... It's brightened my day a couple times to tell a cute guy that he left the headlights on.
