I've always been jealous of men's sizes. Not that they're perfect, but choosing pants by waist size and inseam length seems so much easier than being faced with some arbitrary number that doesn't work.
I sell men's clothes on Ebay- believe me- tagged waist/inseam- is no indication of actual measurements
I also have an extremely difficult time finding pants that fit. I'm 5'8 so I can't shop in the petite sections (clothes typically made for women under 5'5). I usually wear a 2 or a 4, sometimes a 0 (and it's near impossible to find pants in a 0). When I wore a size 9, I never had issues finding clothes, never.
Agree that average sizes have gotten larger to reflect the average American women.
Try Rock and Republic , They have jeans by waist size and carry 23,24,25 and the inseam is 36". I think I found all mine at Saks and TJMAXX
I took the pants back today along with another pair that I found in the closet that are not the right size and that I bought probably a year and a half ago. They took both back, crediting the online purchase to my credit card and the old pants with tags still on were traded for a merchandise voucher which I promptly spent on sweaters and leggings. I will still buy tops at J.C. Penney, and shoes, but I can no longer shop for pants there. They just don't carry anything small enough in misses and I'd have to try on most of the petites section to find clothes that fit; I am 2 inches taller than the cutoff for petites.
However their service as always was very good, polite and courteous. So it was a good experience! Turned out well and I got some great sweaters at rock bottom prices.

If misses are too big you may need to go to juniors dept. Have you tried Lands End? A couple years ago I got custom cut dress slacks from them and they were nice.
Um...I used to weigh over 250 lbs so I've had experience at the other end of the spectrum of clothes not fitting as well. I think I've earned the right to complain about clothing being too BIG. And yes, not being able to find clothes that fit on both ends of the spectrum is something to complain about. You can't go through life naked.
