No, I hate jeggings. I saw a woman wearing them the other day, and she looked, well, naked! Not a good look. I especially hate it when women who KNOW they don't have the type of body for them want to wear them anyway. And they have the nerve to have panty lines showing under it.
Oh, Holy Cow, who would wear them without a long top over them?? That could not be good.
I think if you have legs/butt like a runner/bike person you can totally get away with not covering the bottom part. But then your butt still jiggles when you walk fast on hard surfaces. I like to avoid that because its just not my thing.
I can agree either one would be decent with a tunic. However, several people don't differentiate between Jeans, with Jeggings or Leggings, and will wear them with tops that are still too short, revealing "Camel-toe" and "legging-butt":neither pleasant to look at.

The tops are short and some are even tucked in. Which is truly a look for the smaller build. It looks cute in the ad. The model is likely a size 2.
And this look below, with the mangled cut off shorts as noted in the image at the far bottom right is well...pretty indescribeable. Extreme fashion. Think Lady Gaga going to a daytime job maybe? Sorry to digress from the "jeggings".
