A tall, thin woman with small breasts might look okay. In other words, a model. Any other woman would probably look frumpy, especially if she is busty.

I do like the color. It would look good with turquoise jewelry and gold sandals.

IIRC Peasant dresses didn't have waists. Or were empire waisted. I don't remember having any dresses that had a drawstring waist like that.

It looks like a dress Mrs. Roper from Three's Company would wear. It is very matronly. If it were a mini and some leg was showing, I would say it could be pulled off. No amount of accessories or confidence could make that dress not dowdy.

You're thinking of tent dresses. Whole 'nother ballgame. Those are really frumpy. All my peasant dresses had waistbands; otherwise I would not have worn them.

That dress will show alot of skin- so quite honestly it depends on the age of the wearer and the condition of the exposed skin.
