Although, it's technically not a tattoo because pigment is used instead of regular ink. It fades MUCH faster and is put on using a different machine and different technique.
First off, try to find someone who is involved in reconstruction, DO NOT go to a regular tattoo parlor unless they have someone on site who can do micropigmentation for permanent makeup specifically, this is very important. The lady who did mine specialized in micropigmenting nipples for masectomy patients. I know it's a bit odd, but she did a very realistic job and focused a lot on natural shading and imperfections which are found naturally in people. If it's too perfect, it doesn't look right.
Make sure they're certified and look at their portfolio. They should have plenty of pictures of their work both fresh and healed. If not, walk. They should explain the procedure and put you at ease. Mine were done in a salon atmosphere where I felt very comfortable and calm. Make sure they are safe and sanitary.
Mine look fantastic and I need to get them touched up soon (the pigment SHOULD fade after 2 or 3 years...it's not the same as tattoo ink). I highly recommend it!
If they can mimic your natural eyebrows, I'd certainly consider it. It seems preferable to drawing them on when you're old. I saw a 70 year old woman this summer who insists on dying her hair orange and drawing on eyebrows with dark brown pencil. She looked like a clown. I'm starting to get a couple greys in my eyebrows and I pluck them out, but I'm thinking "what happens when 3/4 of them are grey??" I don't want to have to draw on clown eyebrows!
Has anyone tried this? I'm thinking of getting permanent eyebrows. any thoughts or comments from anyone who's gotten it?

It looks horrible and reminds one of the latina Sharpie eye brows fad.
If you do tattoo:
I would get a line done on the inside of your wrist and see if you get an allergic reaction before doing anything on your face. Wait for it to fade away before putting it on your face.
Other options are hair transplants (pricey though, $6000-$8000), Rogaine, professionally dyed (or even DIY with hair color), and there's a product that's like mascara for eyebrows (I forget what it's called).
I've heard too many stories of regret about eyebrow tatoos.
