Great Lash seems to be the most recommended of the drugstore brands...and I like it ok....not fond of the smaller wand. You do have to let it dry a bit, or it will get on your skin....you just have to be careful!
I prefer Bobby Brown's....but it's not always available in a store near to me...and it's double the price you want to pay!
Maybelline's Stiletto mascara is my favorite drugstore brand. Washes off easily, but not flaky and I didn't have problems with smudging -- but I don't put mascara on my bottom lashes in general, so YMMV. Good for length, not so good for volume.
Really I tried just about every one. For me Clarins is amazing. I rub my eyes and it stays on. Look to spend about 18.00. Which isn't really that bad. Good luck
Use clear mascara on the bottom and throw out old mascaras. Old mascaras of any kind flake. Globbing it on without wiping off excess from brush will also make it flake. I find it best to comb product through from the base to ALMOST the tip and then take a clean teddy bear (spool) brush and swipe it through your lashes again while the mascara is still wet. It works best right out of the shower when you lashes are damp.
I like elf studio line mascaras. Never had to go to the waterproof level with those. Don't rub my eyes though.

I was going to recommend this one too, in waterproof. It stays on even when I ride my bike. No raccoon eyes and besides, it's a really glossy mascara which is nice too.
Panda eyes comes more from application and eye touching than mascara...just so you know.
Also if you don't removed it all the night before well = same issues with flaking/clumping etc.
I suggest olive oil or almond if you are not allergic to nuts. It helps with the eye area looking hydrated and smooth.
