You should look up the term "Orientalism", it applies here.
I'd say like...Japan sure does have lots of weird things, but it's usually a minority who are really into it. It's not like most Japanese do this kind of stuff.

Actually, anytime a few nutjobs do anything, anywhere...the media labels it a "trend". It's not Japan getting picked on. Even though it's to some degree undeniable that many Japanese sub-cultures have a reputation for the bizarre.
Supposedly now, eyeballing alcohol is a "trend". Why? Because a few nutjobs do/have done it.
On the one hand, sure, it looks bizarre, but on the other, we already do a lot of bizarre things in the name of appearance. Piercing ears, wearing shoes with high heels, painting nails, etc. It's not objectively that much weirder.
It's not??
Shoes can be taken off. Pierced ears are usually no more than a couple tiny holes with jewelry in them. Nail paint can be easily removed and is non-invasive. I don't think pumping several ounces of solution into tone's forhead so it looks like a bagel is not extremely more weird.

"Hey, I have an idea. Let's pump some stuff into our foreheads and squish it around so it looks like we have a bagel in there." "Great idea! We'll be so cool."

There's some truth to the above. When I lived in Japan , I got lots of emails from friends and family back home who were convinced that some of the "trends" were commonplace. I saw far more exterme fashions when I lived in the states than I ever did in Japan....
