I am not, I'm just curious to hear peoples opinions.
It depends on how the shorts are stylized, what color they are, the fabric, among others. The same for the shoes. If we are talking about the Sperrys/cargo shorts combination, then that's a look I personally don't like.

You gotta be kidding! Sandal, shorts, loafers..........what is it with the effin' hangups that American guys have!?
It never ever occured to me it could be considered ridiculous or odd. Loafers and summer deck shoes with shorts is the norm for men to me. Perhaps because to me sneakers is footwear to do sports in. Sneakers as normal footwear is odd to me. It never ceases to amaze me that people wear sneakers like shoes including to the theatre, fine dining or the office for some...
I guess it comes from the environment you are brought up and live in perhaps.
