I agree Ruth. If women *really* didn't want guys to look at them when they go to the gym, they'd go to all women's gyms. Those things exist, but they aren't that popular.
Please. I tolerate being ogled, because you can't really do anything about it, but, no, I don't want to be approached. It's uncomfortable, it's not flattering, I'm completely uninterested in forging a connection with someone at the gym, and would rather just be left alone. When I do use gyms, I try to go at times with the lowest possible traffic, and typically just work out outdoors, alone, to avoid it entirely if weather permits.
I wear compression pants when I work out, because they stay put and prevent chafing, and because my pants are fitted, I ALWAYS wear a shirt long enough to cover my butt, or tie a warmup jacket or sweatshirt around my waist, because I have no desire for my butt to be on display. Unfortunately, even with this particular measure of modesty, you still get the odd approacher. Apparently, everyone thinks that everyone else goes to the gym to make a dating connection. Sorry, but I don't. I didn't when I was single, either.
Also, the only "women's gym" I have ever personally lived anywhere near is Curves, which (if they even exist anymore) is hardly a "gym," just an aerobics studio.
I wear my leggings/yoga pants for a few reasons...
1). They're comfortable and practical. I'm a housewife/mom and I don't ways feel like dressing up when I'm just taking the kids to school. Most days I get up and do my makeup, put on my nice clothes, etc....but not everyday. Yoga pants are great for running errands...comfy and cozy.
2) I spend about 2-3 hours in the gym daily. Yoga pants are appropriate for my workouts and again...comfy.
3). I have a nice physique and I'll admit...I look great in my yoga pants and enjoy the extra attention that comes with wearing them. They're form fitting and show off all of my hard gym work.
4) I'm a grown ass woman who reserves the right to wear whatever I want to wear.
No, they're not dressing for themselves. And anyone who says women categorically don't want to be approached in the gym is clueless or in denial.
I have a group that I work out with at 5:45 am. At that hour, I can tell you that neither males or females care what we look like. IF we did - we'd be in a lot of trouble. It's hard to look good starting out at 5:45 (most of us just roll out of bed and drive over) and by 6:45 - we're all drenched in sweat in addition to being tired and dirty.

Any person who's briefly wondered if they'd been transported to the Pike Place Fish Market can tell you the issue of infrequently-washed workout clothes isn't exactly a gender-specific issue.
