I guess it depends where you work... but I find the look kinda weird, ultra conservative on top and with shorts (?)

If you work in the art industry (modeling, fashion, art gallery etc.) , then probably yes. Although I would still want the shorts to be a tad bit longer for a more professional look. Anywhere else, I would say very likely not. I work in an office setting on a campus and would most def be sent home in either one of those fits.

Why would you even wear shorts with tights? Just wear a skirt that is a bit longer and be done with it. In my opinion shorts are never appropriate for work.

Both are nice for work if your position is as secretary.

If you are executive, I don't think so.

Neither is appropriate for my office. Our dress code specifically prohibits shorts. That's common in my industry (financial services).

Not appropriate for an office setting. The tights don't negate the shorts.

neither one would be appropriate where i used to work have since become disabled and am no longer able to work but yeah i would say no to both of them . no 1 the skirt is way to short and so are the shorts IMHO . just get some longer skirts and and maybe mpore tights and you should be okay ..

Only if you are young and work at a hip place with no dress code.

It wouldn't work for any office I have ever worked at.
