Yes they are. I wore them all the time as business attire while doing a summer internship. They sell a lot of short sleeve Oxford shirts here during summer. Just wear them with Dress pants, a belt, and the right shoes.

I agree in regard to short sleeved dress shirts. I don't think they are ever appropriate. But Polo shirts are a different story. And I am not a fan of long sleeved Polo shirts.
