He might consider laser for the hair as long as it is dark. He will have some grow back but it will be sparse. I would think laser would be less expensive then Electrolysis but I have not priced any for the back area.

It sounds like it is really bothering him but he may not be considering the aftermath. Shaving and waxing leaves stubble - much less appealing then hair. In order to wax or laser, you have to let the hair grow out to a certain length so there will be periods when he has to contend with the regrowth.
I would think shaving your back would result in ingrown hairs and would be damn itchy.
