Wearing a coat with shorts and flipflops. Why do people do this? (legs, girl)

Why do people wear a coat or heavy jacket with shorts and flipflops? I see this a lot during the transition from winter to spring and summer to fall. If it is cold enough for a coat/heavy jacket then why wear shorts and flipflops? If it's warm enough for shorts and flipflops, why the coat/heavy jacket? No, it does not affect my life but I am curious as it seems illogical to me.
Why do you care what other people do? You'd probably be a happier person if you stopped caring what others wear, the world is full of more complex problems than attire.

While I don't wear a coat with flip flops, I do make the transition to bare legs (ie, shorts) before I make the transition to bare arms. I'll put on shorts when it warms up to around 40F, but I'll typically be wearing a sweatshirt - in other words, long sleeves and multiple layers over at least my torso.
Why? Because my arms/torso are more responsive to the cold than are my legs. I'll lose the long sleeves around 55F-60F.

That makes sense. I was wondering if it was a body temperature thing or just some people having a hard time transitioning from season to season.
I tend to be cold a lot. Forty degrees is near freezing to me! I don't lose the jacket until it's at least 70 degrees...maybe 65ish with humidity.
To/from something like muay thai training it is common to see; most people do not wish to carry a full outfit to change into because of being outside for a short time, thus will just throw a coat on real quick.
Here in Miami when it gets a little cold out, I will just throw a jacket on while wearing shorts and sandals, but eventually take off the jacket as I walk and get warmer and the day becomes warmer; or sometimes it is colder than expected so I will just throw on the jacket real quick instead of changing.
I think it also has to do with the look. It used to be that wearing shorts was only done in warm weather to keep cool, but now, showing leg is 'in', especially for women. That is why you will see people wearing shorts in 30-40 degree weather with warm tops. Also, the legs tend not to get cold as fast as the torso, which conatins most of the major organs of the body.

That's a good point. I've actually seen people walk quickly or run from the gym to their car in nothing but their workout attire...no jacket or anything else warm. Probably not a good idea since they were likely still sweaty. Sweat and cold air probably not a good combination.
