I have run into that problem so I go to the "western stores". Many of their jeans come--30x30, 32x30 etc. So you can get almost any length and width. I don't think I paid any more there then I would have at a department store--but I could be wrong.

Check out JCrew & Banana Republic. I have a hard time w/ gap, but I can wear jcrew & br jeans & trousers.

check the petite section of any dept store (or learn how to hem)
(or learn how to walk gracefully in 6in heels)

Lands End will hem you pants for you even for a lot of their jeans. They have good sales on their web site too. I have the opposite problem. I am 5'5 and hover between regular and tall for jeans.

My favorite pants ever were Banana Republic, petite (loved everything about them, including fabric content).

Ann Taylor and Ann Taylor LOFT carry jeans (and other stuff) in petite sizes, which I love, since I'm 5'2". Also, Lucky Brand Jeans sells some of their jeans in short length, but they're a little more pricey

my wife is 5'2", though 100lbls soaking wet, and she got her last pair from express. fit real nice.
