I'm not talking about skin that's so dry that it looks like you rubbed it on a chalkboard, I'm talking about a patch or two of dried skin on your hands, arms, or legs.
Do you think they are lazy? Have poor hygiene in general? Unattractive?
It would never occur to me to judge someone based on the state of their skin's dryness. If people do judge you, I can only assume that they must be quite shallow.

Well, I certainly wouldn't employ them. Imagine! Someone having dry elbows!? Disgusting!

I don't think I would even notice but if for some reason I did I would just think they are a normal human being.
Better looking skin does add to visual appeal, and hence boosts your self confidence a bit. You can wear more revealing stuff and still look cute. But I wouldn't be so quick to judge someone based upon their skin state. For me, dry skin is a seasonal thing and I tackle it with a mixture of Vaseline, water, and sandalwood powder.
Could be that they need vitamin C and B3 and E and A and Zinc and drink more water and take some collagen supplements and Omega 3 for health skin .....And it they uses a lot of soap on the work they should get moisturizer on their skin ......
